OBAMA’S OBSESSION WITH CRISIS.

Just another connect the DOTS report.    Today, Barack issued yet another Executive Order focused on CRISIS, EMERGENCY, NATIONAL PREPAREDNESS and HOME LAND SECURITY.

Executive Order — Assignment of National Security and Emergency Preparedness Communications Functions

The focus is on Communications this time around.  Maybe it is just another E.O. or maybe when you start connecting the dots, does one wonder what may, or may not, be going on.

NDRP, NDAA (Not an E.O.) and H.R. 347 … are they being proactive on what they are assuming might go down ?

Sec5.2. The Secretary of Homeland Security shall: (a) oversee the development, testing, implementation, and sustainment of NS/EP communications, including: communications that support Continuity of Government; Federal, State, local, territorial, and tribal emergency preparedness and response communications; non-military executive branch communications systems; critical infrastructure protection networks; and non-military communications networks, particularly with respect to prioritization and restoration;

There is mention of  ‘wired communications’ which could include cable television, the internet, et al.

There is reference to Communications Act of 1934 

In the event of a general war and attack upon the Nation, a national telecommunications capability must exist that will support telecommunications requirements with respect to national security, survival and recovery. The development of survivable telecommunications to support essential functions (including an emergency broadcasting system), and technical compatibility of signaling methods, transmission modes, switching facilities, and terminal devices to permit exchange of communications over the surviving media of all systems, government or commercial, are crucial elements of such a national capability.

Section 706 of the Communications Act of 1934, as amended, confers authority to the President in the matter of suspension of all rules and regulations pertaining to the use and operation of telecommunications facilities, public or private during wartime emergencies.
